Public Efficiency Question

In any random moment we must deal with the question of the most efficient engagement distribution* between humans. In normal conditions it is not efficient if 8 billion people listen to the same speech at the same time or try to develop a cure for melanoma.

If all of society is studying the characteristics of Higgs Boson simultaneously, then after time m is passed, society has learned about only one topic. In ideal conditions, where everyone could memorize any given topic perfectly and share it on an on-demand basis, society would be more efficient because more than subjects could be mastered at once. In an ideal society where data and information are distributed limitlessly, everyone would study different topics and have access to what others have learned.

Unfortunately we do not live in an ideal society but we can ask what the most efficient engagement distribution is at this developmental stage of humankind – how many individuals should watch football, how many to listen to the president and who should study history? Similarly, we can ask about services, products or creating theories – who and how many should deal with general AI, how many individuals should seek life on exoplanets and who has to design a new table. Finally there remains the question about the balance between learning and creating (or the explore -exploit tradeoff). A split view makes it easier to visualize.

* engagement distribution could be split into two categories: learning and creating
